The Agency has received since the beginning of the restructuring of the Alliance tidal waves of communications from Ministers asking what happened during the last 17 years. Why the Alliance was not headquartered in Africa and why was it not lead by Ministers. In light of these, it was necessary and appropriate in the interest of the Alliance and the completion of its restructuring to call for the creation of the Transition Committee.

The creation of the Committee marks an important step towards the end of the Restructuring of the Alliance and the final transfer of powers to Ministers of the Alliance during the first General Assembly of the organization who has never been organized in + 17 years.
