Mr Ibrahima Ba serves as the Head of Legal Affairs for the Alliance and the Agency. Mr Ba is also a member of the Restructuring Board of the Alliance and Executive Director of the Agency.
 

Mr Ba embodies an exceptional career, marked by a rich diplomatic journey and a deep commitment to promoting education, sustainable development, and innovation. His path has illustrated a strategic vision and an ability to positively influence Senegal’s major orientations on the international scene.
 

Since 2023, he has been working within the Directorate of Legal and Consular Affairs, in the division of conventions and international agreements, where his expertise sheds light on Senegal’s strategic issues in terms of cooperation and diplomatic relations. His ability to negotiate and structure international agreements has strengthened Senegal’s position in global diplomatic and economic spheres.

At the same time, since April 2024, he has been presiding over the Association of Ministry of Foreign Affairs Agents, playing a key role in fostering cohesion and enhancing the capacities of diplomatic agents. Since August 2022, he has also led the Educ’Impact VIE/VIA association, which works for education and social impact through innovative initiatives that promote access to knowledge and the empowerment of younger generations.
 

His passion for sports and his role in sports diplomacy are reflected in his position as National Director for the Alliance in Senegal, combined with his role as Head of Legal Affairs for the Alliance and the Agency and its appointment to various committees and boards of the Innovation Alliance. 
 

In the academic and strategic fields, Ibrahima Ba is an Associate Professor at the Center for Diplomatic and Strategic Studies (CEDS) and General Director of the Institute for Prospective and Strategic Studies (IEPS) in Paris. Since 2023, he has played a central role in strategic thinking and prospective analysis, offering insightful perspectives on global and regional challenges.

 

Previously, he represented Senegal at UNESCO from 2018 to 2023, where he brilliantly defended the country’s cultural and educational interests, consolidating Senegal’s presence in major international institutions and advocating for education as a driver of development.
 

His rich academic background reflects his ambition and intellectual rigour. He holds a Master’s degree in Public Performance Management from the University of Strasbourg, a Master’s in Diplomacy from CEDS, and a diploma from the IRA of Metz. He also obtained a certificate in international law from The Hague Academy of International Law. His passion for sustainable development dates back to 2006 when he earned a Master’s in Environmental Management from Cheikh Anta Diop University in Dakar.
