Alliance Membership
The Alliance is owned by the governments of its member nations, which have the ultimate decision-making power within the organization on all matters, including policy, financial or membership issues. Member-States govern the Alliance through the General Assembly which makes all major decisions for the organization.
Alliance Membership is open to all. Per its voluntary membership process any Country and State/Province may join and become a member of the Alliance. Under the the Alliance Charter, Member-States have no obligation to make any monetary contribution and their obligations are to :
(i) comply with the Alliance Charter, Regulations and Decisions of the Alliance;
(ii) supply, data required for the proper implementation of the Alliance initiatives, duties and objectives within their respective territories;
(iii) enter into a Master Framework Country Convention and Host Site Agreement and;
(iv) support at least one (1) specific Alliance Venture and/or PPP Project in order to finance the Alliance Initiative in their territory.

Fully-Fledged Member
The Alliance Fully-Fledged Member State status are granted to Member States of the United Nations that are in good standing, that have signed the UN Millennium Declaration, that adhere to the United Nations’ Sustainable Development Program and that are not in conflict or subject to suspension by the U.N or under International Sanction.

Associate Member
The Alliance Associate Member status are granted to Intergovernmental Organization (IGO) that do not have an associated governmental status.
Alliance Associate Members have no voting rights at the General Assembly meeting, however, they may obtain the right to speak or to provide recommendations to the General Assembly that, if accepted may result in declarations or resolutions of the General Assembly.
Observer Member
The Alliance Observer Member status are granted to Non-Governmental Organization (NGO).
Alliance Observer Members have no voting rights, nor can they submit recommendations, however, they may obtain the right to speak at the General Assembly meeting.

Dr. Patrick Benard Ogwel
Director of the Academy of Uganda

Dr. Patrick Benard Ogwel has been appointed by the Alliance on May 30, 2023 as the Director of Academy of Uganda.
Dr. Ogwel holds a Honorary Doctorate Degree in Business Management and Leadership from SSBM, Geneva, a PhD in Public Management from Kampala International University, a Master’s Degree in Development Administration and Management, a Bachelor’s Degree in Development Studies and a Diploma in Education from ITEK-Kyambogo.
Dr. Ogwel is also a graduate from the National Resistance Movement cadre 19 - Singo Military Training Wing 1992. He served as a Sports Tutor at Kampala International University, lectured in the Department of Development, Peace and Conflict Studies and Public Administration and Masters Students in the College of Humanities and Social Sciences at Kampala International University.
He is a highly rated competent lecturer [Merited best lecturer winner award in the Department of Development, Peace and Conflict Studies – 2014 at Kampala International University].
Dr. Ogwel is fellow of Business Management Professional form the Unicaribbean Business School of Nigeria (2021) and a member of the Institute of Corporate Governance of Uganda [CGU] 2018. He is also a regular participant in the Annual International Summit of Leaders Forum.
Dr. Ogwel is the current General Secretary of the National Council of Sports - an agency and Regulatory Authority of the Government of Uganda mandated to promote and develop all forms of sports in Uganda.
He served as Assistant General Secretary in charge of Administration at National Council of Sports from 2017 to 2018 and held several administrative roles in Uganda sports federations and organs.
He was the Vice president of FUFA Technical-Youth in 2008, an Executive member of FUFA from 2005-to 2017, a Director of FUFA Ltd and the Vice president of the Administration Federation of Uganda Basketball Association [FUBA] from 2010 to 2014,
He also held the position of Executive Member of the Universities sports federations of Uganda from 2008 to 2015 and Executive Member of the East Africa universities sports Federation from 2012 to 2015. He was part of the Organizing Committee member Council of East & Central Africa Football Associations from 2005 to 2016, the Chairman of FUFA protocols, FUFA Licensing committee and international match organizing committee from 2013 to 2017
Dr. OGWEL also chaired many important national sports commissions namely MTN/FUFA Inter Regional Football Committee, Airtel Rising star youth football championships Committee and is the Chairman of the Board of Directors for the Central Secondary School, Lira since 1998.
Dr. Ogwel is also an associate fellowship member Watoto Church-Kansanga [Didis World Amusement Center]. He has been the Chairman organizing committee of world savers excellence awards 2014/2015. He is author of 16 publications
